Accomplishment Report

PROVINCIAL LEGAL OFFICE

The Provincial Legal Office being one of the department of the Provincial Government of Batangas is mandated under the Local Government Code among others, to develop plans and strategies and upon approval thereof by the governor, implement the same, particularly those which have to do with programs and projects related to legal services which the governor is empowered to implement. In line with this mandate, the Provincial Legal Officer, Atty. Joel L. Montealto is very supportive in extending legal services to our constituents in any manner which is deemed proper when requested.

One of the activities which our Office were requested to render legal service is through an invitation by the PSWDO wherein they conducted a training entitled “Training on the Installation and operation of Barangay VAWC Desk. The said training were participated in by the barangay chairmen of selected municipalities in the Province. In the said training, the speakers. Mr. Arthur Arada discussed about the Law on Rape, RA 7610 or the Child Abuse Law, and the Law on Violence against Women and their Children, among others. Since barangay officials play a vital role under the Law, it is important that barangay officials, being the front liners in addressing problems in the barangay, should be equipped with tools on how to handle problems, especially on violence against women and their children. The said training is aimed not only to advocate awareness on the implementation of the law but essentially to equip barangay officials with knowledge in responding to VAWC cases. The roles and responsibilities of barangay officials in the implementation of the law are also discussed.

Another activity which our Office extends our legal knowledge was during the meeting held at the PGENRO’s Batangas Environmental Laboratory Division. The Provincial Legal Office was represented by Mr. Omar Beredo and Ms. Liezl Rosuelo. The purpose of the said meeting was to discuss the formulation of the implementing rules and regulation of Article V Water Resources of the Provincial ECode. They suggested considerable improvements in the drafting of the implementing rules and regulations.

And just recently, on April 23, 2013, Atty, Ariel M. Reyes, one of the Assistant Department Head of the Office conducted a seminar relative to the Law on Child Abuse or RA 7610, The Anti Violence against Women and their Children Act of 2004 or the VAWC Law to the teachers of Padre Garcia National Highschool. Atty. Ariel Reyes discussed the problem of domestic violence and ways of dealing with or preventing it from weakening the bond that unites the Filipino family. With regard to the RA 7610, Atty. Reyes focussed on the issue of child sexual abuse and how parents, schools and communities can deal proactively with this problem.
